Sure, if Janice is behind it, it must be good but I don't know what all these penal codes refer to...

I will tell you what sexual offenders affect: climate change, high cost of petroleum, the attack in the Ukraine, the missing Malaysian plane, cancellation of TV shows at the end of the season, air borne pollutants, corrupt governmental officials, mental illness in others like neighborhoods who are so blind and sheepish.

All "labeled" sex offenders, do not harm children. There needs to be a differentiation of the definition of sex offenders. I am a housing provider for homeless sex offenders. some of my tenants were 18 and their so called victim was 15. A 15 year old female is old enough to decide weather she wants to be with the guy; the problem transpires for some however, when a parent does not like the guy-and does not want the guy with the daughter. the parent tells the law, and the guy gets locked up and labeled for the rest of his life as a sex offender. This case is nothing like the mentally ill 35-40 year old man that tries to pursue children 10, 08 years old and younger. The law needs to be fixed right! As it stands now, in Georgia, if the mentally ill sex offender's charge was committed in 1998, he's the one that can live near a school. If the 18 year old sex offender's charge was in 2006, he has to be the one that's homeless because he can't find a home and can not go back home to his family. Many sex offenders that I house are not in the least trying to harm small children. One case I know, a guy was married, and he and his wife was in a domestic dispute. His wife pulled a knife out to stab him but he was able to lock her in the closet to keep her from harming him- HE is labeled as a sex offender and charged with kidnapping.. The definition of a sex offender does not have any stipulations to distinguish a man who needs a second chance without a life time label, from a mentally ill predator or true child molester. The prison system is running over with men who made one mistake of putting their hands on someone but they can not return home to take care of their own wives and children or tend to their mothers or grandmothers. I am not in no way trying to say they are not wrong for what they have done but the punishment need to fit the charge and be fair. We the people need to analyze this matter. People, we need to be better judges if we're going to judge. The judicial system does not even take out time to analyze the case as an individual case by case matter; they are treating all the sex offender cases as child molesters. Truly, when I was 15 years old , I pursued my boyfriend, who was 19. I got married to him when I was 16. My dad had to sign the marriage licenses. But a situation like that now days, is going to ruin a man's life if the parents don't like the guy-then he becomes a sex offender. PEOPLE please consider that some of these guys can easily become a family member of yours one day. The numbers are increasing daily. Yes, there are some sex offenders who belong in the prison to never be released, but there are others in there who deserve a second chance.

Do you think by chance they would like to share some of New Yorks welfare . The children shoot their own , and would gladly get your kids hooked on heroin thats an extra income for them . And when you help them with houseing and food stamps then you can pay higher taxs , they will even have babies to increase your population , that your grand children will have to support . They also turn the heat up all the way when it gets too hot and open the windows and leave the lights on 24hrs a day 7 days a week . If you think thats not enough you can clean up the garbage they leave in the street as they walk by with their pants down off their buttucks , yo mother f n this ffffffffff n that bopping up and down like string pupets pointing there finger like a gun . In grade school that will get them expelled . Just one more thing when you get them a house they sub rent on the proerty that you pay for . Now what were you saying about sex offenders clustering - at least they want jobs and go back to work .
