A former correctional officer could return to jail, this time as an inmate, if found guilty of the charge he had sex with a female inmate while he was employed at the Howard County Detention Center.

Gregory Charles Kirk, 40, of Bridgeport Court in Owings Mills was arrested at his home Friday morning and charged with sexual conduct between a correctional employee and an inmate, a misdemeanor charge that carries a maximum penalty of three years in jail and a $3,000 fine, according to the Howard County Police Department.

Kirk’s employment had previously been terminated due to unrelated administrative issues, police said.

The investigation started in November when detention center director Jack Kavanagh reported an allegation that Kirk may have had sex with a female inmate while employed at the jail, according to police.

Investigators believe Kirk had sex with the female inmate inside a cell, police said.

Kirk was released from police custody on his own recognizance before noon Friday, online court records show.

You cannot make this stuff up! This state is plagued with corruption from the top down. Hey Florida sex offenders, don't forget to keep registered on one of the most oppressive registry schemes in the USA. If you do not, you just may be the victim of "TOUCHY-FEELY" upon a arrest for failing to register!

This is priceless!They just locked up a female chemist in Massachusetts for five years for falsifying evidence in over 3,000 cases. Here is yet another priceless comment from the dummies of Alabama: “We have made arrangements with the sheriff’s department and their
current investigator is going to reopen all those cases and take a hard

In my 18+ years in the Massachusetts legal world, Massachusetts Corrections officers were arrested for selling heroin to prisoners, pot, pills and such, accused and found guilty of rape(s), including sex with both female and male prisoners, theft, excessive use of force, terrorizing the first female Commissioner several years ago ad nausea - - - - and the beat goes on.

several years ago I had a roommate that was on federal parole. When he came to live with me he told me his PO would come by and approve the housing arrangements. I really didn't think that would be a problem and agreed to meet with his PO. Well federal means US Marshals. Still didn't matter as I had been off of any kind of supervision for well over a decade and this wasn't about me.
Well the day came and he showed up . Did a walk through then wanted to talk with me. He was acting like he owned the place. He demanded to know where my guns were. Well I have none so told him. Then he continued with his overbearing attitude until I had to put him in his place and remind him who he was talking to and he had no control over me and he was in my house. So he lightened up and left. Well I thought him a bit overbearing and pushy as if he carried any weight with me. A few months later he was all over the internet. He is doing time now for sexually abusing several of the women he had in his charge. I guess my roommate was lucky he was male. So this happens even in the Federal system as even a US Marshal was guilty of the same thing.

Absolutely ! I personally know of this investigator, he truly is a dirty Cop. He used his power many times to falsely accuse/arrest individuals. Not counting for using his badge and authority in situations that was unconstitutional and not in his job description. Karma is a **** . This registration is ridiculous and getting larger by the day. The laws are so difficult that the “re-offending” is because of the ridiculous rules !
