This is the reality and the legislators know exactly how to use their inherent "police powers" and therein lies the heart of the problem. Even in spite of the fact that criminal statistics indicate offenders have the lowest rate of recidivism but it is that small percentage (5%), that makes all sexual offenders the scum of the earth with continual media blasts daily and societies myopia.
